Global Fund in Rwanda Agrees to Finance Contraceptives
In a significant step for both contraceptive security and HIV prevention in Rwanda, local Global Fund stakeholders have decided to fund contraceptives by providing a three-year commitment worth more than US$2.4 million from Round 7 Funds. Global Fund financing has been used in the past to finance condoms in a number of countries, but Rwanda is believed to be the first country to fund contraceptives as part of its efforts to fight HIV/AIDS. Training of Trainers Helps Ethiopia Move Closer to Contraceptive Security
Contraceptive Security (CS)—in 2003 it was a concept only a small number of people in Ethiopia understood. But that started to change on July 4th of that year when technical advisors from the USAID | DELIVER PROJECT and a group of Ethiopian participants finished the first Ethiopian Contraceptive Logistics System Training of Trainers at the Papyrus Hotel in Bahir Dar, Ethiopia. Nigeria Develops Health Commodity Supply Chain Strategy
On April 16–17, in Abuja, Nigeria, the Supply Chain Management System (SCMS) and the USAID | DELIVER PROJECT sponsored a national workshop to develop a strategy for strengthening Nigeria’s health commodity supply chains. Seventy-five representatives and experts from government agencies, development partners, program implementers, and other health system stakeholders gathered to develop a comprehensive supply chain management system strategic plan that supports national health goals and program activities. New Global Fund Policies Offer Opportunities to Boost Reproductive Health Commodity Security
New developments for Round 8 of the Global Fund financing could help support and strengthen reproductive health commodity security (RHCS). Launched on March 3, 2008, Round 8 will support countries that want to use Global Fund grants to finance reproductive health commodity procurement. Association for Public Health Logisticians Takes Root
In May 2007, the USAID | DELIVER PROJECT helped establish an association for public health logisticians working in low-resource countries: The International Association of Public Health Logisticians (IAPHL). Logistics Management Information System Brings Success to Romania’s Rural Family Planning Program
With the logistics management information system now functioning in all of Romania’s 42 districts, reliable distribution of free contraceptives is ensured. Furthermore, the quality and reliability of information collected in the LMIS make it useful for monitoring and managing other programs that distribute free products, such as vitamin D and iron supplements. New Advanced Training of Trainers Course Marks the Fourth Anniversary of Contraceptive Logistics Training in Ethiopia
Eighteen to twenty million dollars of contraceptives will flow through the supply chain for the Ethiopia Ministry of Health this year. Updated Version of the Contraceptive Security Index Now Available
The Contraceptive Security Index 2006: A Tool for Priority Setting and Planning helps program managers and policymakers measure and monitor a country's level of contraceptive security. It consists of 17 indicators—such as poverty level, method mix, and forecasting ability—that cover the primary components of contraceptive security (supply chain, finance, health and social environment, access, and utilization). The 2006 index rates 63 countries, six more than the original 2003 index. Because it uses the same methodology as the 2003 index, the new index enables users to draw comparisons at the aggregate level (i.e., by region, component, and total score) between 2003 and 2006. Integrating Family Planning into HIV/AIDS Programs: How Nigeria’s Reproductive Health Division Is Facing the Challenge

Improving Malawi’s Health Commodity Supply Chain
“The cost per month for distributing commodities to all the districts in the southern region was about 65 million Malawi Kwacha (MK) per month,” explained Veronica Chipeta, resident logistics advisor (RLA) for the DELIVER project in Malawi. Developing a New Family Planning Policy in Rwanda

Assessing the Impact of an RH Supply Stockout in Kparigu, Ghana
When Nafisah died in the remote northern Ghanaian village of Kparigu while giving birth to her third child, the family accused an elder sister of having jealously used witchcraft to foul the pregnancy, and banished her from their village. Although it’s hard to know exactly how many stories like Nafisah’s can be directly traced to the condom shortage at that time, the abrupt changes that occurred in communities where condom use had become part of everyday life were evident.

Bringing Contraceptive Security to the Airwaves
In early May 2005, a workshop in Saly, Senegal, brought together parliamentarians, family planning stakeholders, and media representatives from five countries in Francophone West Africa (Burkina Faso, Côte d’Ivoire, Mali, Mauritania, and Senegal) to promote the idea that media are important advocates for contraceptive security. The workshop oriented health journalists on contraceptive security concepts and issues, and built journalist relationships with in-country experts and family planning advocates. Logistics isn’t just a good idea in Bolivia, it’s the law. In December 2002, the Bolivian government enacted the Sistema Nacional Unico de Suministros (SNUS), a comprehensive set of regulations for managing essential medicines and health supplies. As one of the first countries to move logistics from operational manuals to the law books, Bolivia is providing a durable support structure for the success of its vast public health system.

Creating a Plan for Contraceptive Security in Togo
The U.S. Agency for International Development (USAID) initiated the West Africa Regional Program (WARP) in 2001 to consolidate its development assistance in 18 countries. Although WARP has improved the impact of USAID's activities in West Africa, one consequence of the program's wide regional approach has been increased competition for contraceptive donations. Togo, in particular, must now create a plan to ensure that it has the contraceptives it needs to confront critical reproductive health challenges and to attain contraceptive security.

Achieving Contraceptive Security in El Salvador
El Salvador has already reached several important milestones in its efforts to achieve contraceptive security. With support from the U. S. Agency for International Development, the Salvadoran Ministry of Health has recently expanded people's access to contraceptives, particularly through community-based distribution.

Tanzania Works to Integrate Logistics Systems and Promote Contraceptive Security
The Tanzania Ministry of Health (MOH) is designing and will soon implement an integrated logistics system (ILS) for contraceptives, essential drugs, HIV/AIDS commodities, medical supplies, and other health commodities. DELIVER Resident Advisor Barry Chovitz is working on the design of the ILS and helping the Pharmaceutical Supply Unit of the MOH build organizational and individual capacity.

Conference on "Repositioning Reproductive Health in Africa—Linking Challenges with Best Practices"
This conference launches the Implementing Best Practices Initiative, a project of the World Health Organization's Department of Reproductive Health and Research (WHO/RHR), USAID, UNFPA, IPPF, and 16 other international partner agencies. Two DELIVER staff members lead sessions at the conference. June 20-25, 2004.

DELIVER Co-Hosts Workshop on Media Advocacy for Contraceptive Security
Working with the Health Communication Partnership and the POLICY project, DELIVER recently organized a workshop on how to use mass media as a tool to advocate for contraceptive security. Results from this first-of-its-kind event showed that television, radio, and the press can help generate the political will needed for contraceptive security.
