Reproductive health commodity security (RHCS) exists when every person is able to choose, obtain, and use quality contraceptives and other essential reproductive health products whenever they need them.
The concept of commodity security came about from a growing realization that in and of themselves strong supply chains cannot ensure availability of, and access to, reproductive health commodities. Also required are strong national leadership, sufficient financing, supportive policies and regulations, active coordination among partners, and adequate service delivery. To ensure this enabling environment, a well-functioning supply chain requires advocacy for these different aspects of commodity security, including supportive policies and practices.
The USAID | DELIVER PROJECT undertakes initiatives that support the enabling environment for commodity security; including constructing detailed conceptual frameworks for commodity security, establishing and supporting commodity security committees, and identifying financial resources to fund a full supply of essential health commodities. The project also supports regional and global advocacy for commodity security and provides technical input into such important regional and national initiatives as decentralization, integration, pooled procurement and informed buying, application of new supply chain technologies, and rapid scale up of health programs.
