USAID funded the DELIVER project from 2000 through 2006. Implemented by John Snow Inc., the overarching aim of the project was to improve commodity security for health products in the public sector in developing countries. The project worked more with contraceptives than other product categories, but essential drugs, and drugs and diagnostic supplies also received significant attention. Based on needs that USAID had identified, the project carried out work under the following headings: logistics improvement; human capacity development; resource mobilization for commodity security; adopting advances in logistics technology; estimation of USAID’s contraceptive needs; and operating USAID’s contraceptive procurement database.

The Contraceptive Security Index 2006 is a powerful tool for raising awareness about contraceptive security (CS) and the interrelationships between program components, different sectors, and program outcomes. At the country level, it can help identify areas of relative strength and weakness to help stakeholders target their resources more effectively and appropriately.

In India, the USAID | DELIVER PROJECT worked in three states, namely Uttar Pradesh (UP), Uttaranchal, and Jharkhand, in northern India. However, many of the technical assistance activities during this report period were focused on UP and then on Uttaranchal. When the project started working in UP, the largest state in India with 160 million people, contraceptive prevalence rate was barely 19 percent, and the entire public sector contraceptive logistics system was in disarray. Therefore, many of the interventions involved setting up systems, system streamlining, training, and system strengthening in working with local partners, such as the State Innovation in Family Planning Services Agency (SIFPSA) and the Indian Institute of Management, Lucknow. By 2005, the contraceptive prevalence rate in UP had risen to 29 percent.

For some time, Ghana managed and distributed public-sector health commodities through the operation of four vertical supply chains, which were judged by the Ministry of Health (MOH) to be ineffective. In its medium-term strategy, which ended in 2001, the MOH noted the need to improve the efficiency of health commodity supply chains to address the nation’s public health goals. The USAID | DELIVER PROJECT has since then proposed and implemented numerous supply chain improvements (especially in procurement management, storage, and distribution) with the aim of reversing the observation of the Ghanaian health authorities and fulfilling the USAID strategic objective of improved health status.

The Bangladesh family planning program has evolved over the course of 30 years to become recognized as one of the most effective programs in the world, despite extreme poverty, illiteracy, religious resistance, and the low status of women. This report documents the technical assistance provided by the USAID | DELIVER PROJECT to the Ministry of Health and Family Welfare (MOHFW) in logistics management, procurement, contraceptive security, institutional strengthening, and local capacity building.

The first USAID | DELIVER PROJECT Task Order 1 (TO1) annual report covers the period from October 2006 to September 2007. TO1 has been very effective and responsive in its first year of operation. The project continued field work in 21 countries, including 15 with field offices; provided D.C.-based support to USAID’s central contraceptive procurement system; established new core-funded teams; transitioned to a new management information system (MIS); and provided direct procurement services.
