This data spreadsheet highlights a comprehensive set of indicators that can be used to monitor contraceptive security (CS) for programmatic and advocacy purposes. The CS Indicators were developed to reflect key aspects of contraceptive security to help in-country stakeholders monitor and evaluate their country’s CS status. This dataset presents CS indicators for 35 countries and builds upon the Strategic Pathway to Reproductive Health Commodity Security (SPARHCS) framework. The data was collected in 2010 through the second annual round of CS Indicator data collection.
Indicator questions cover the following topics:finance and procurement, commodities, policies, coordination and leadership,and supply chain.

In September 2008, the USAID | DELIVER project carried out an assessment on availability of contraceptives, identifying strengths and weaknesses at selected health centers in six districts in Uganda. This was followed by an LSAT assessment workshop attended by the district people who were interviewed during the data collection excise and led to development of action plans for improving reproductive health supply logistics in the district.

Quality monitoring is an integral part of any health logistics system, as it can describe the performance of the logistics system, evaluate strengths and weaknesses, and allow for accountability and advocacy. This document describes several indicators that are useful tools in monitoring and evaluating a logistics system for reproductive health commodities. These indicators can be used to measure the availability of commodities in a health facility, the performance of the logistics system, and, ultimately, commodity security.

The Contraceptive Security Index is a tool for measuring and monitoring a country's level of contraceptive security. It consists of 17 indicators—such as poverty level, method mix, and forecasting ability—that cover the primary components of contraceptive security (supply chain, finance, health and social environment, access, and utilization). The indicators can be used separately to monitor progress in each component. They are also aggregated to establish a composite index to compare countries at a point in time or to monitor progress over time within a country. DELIVER has published a wall chart and a booklet of the Index, which rates 57 countries.

In 2006, the Logistics Indicator Assessment Tool (LIAT) was used to take stock of the performance of the logistic systems and to provide stock status information for key public health commodities. Results of the assessment revealed that nearly all systems were implemented as designed, but strengths and weaknesses continue to exist. The widespread availability of key commodities for each program was found throughout the logistic systems. In addition, both commodity availability and logistics management practices in the ARV program are performing well.
