Monitoring, Evaluation, and Project Performance

Monitoring, evaluation, and project performance activities for the USAID | DELIVER PROJECT—

  • assess logistics system performance
  • analyze logistics, services, and demographic data to identify issues and trends that affect commodity security
  • monitor the progress of health programs to improve commodity availability for clients
  • evaluate the impact of the project’s technical assistance in achieving its strategic objective (to ensure product availability at service delivery points)
  • understand the meaning of commodity security, how to measure it, and where individual countries are in the process.

To fulfill its monitoring, evaluation, and research goals, the DELIVER project (predecessor to the current project) developed a set of core indicators and assessment tools to monitor and evaluate logistics system performance and program outcomes. We use these tools to calculate most of the core indicators that are collected with the standardized quantitative assessment tool, the Logistics Indicators Assessment Tool (LIAT). In addition, we developed a qualitative, diagnostic instrument, the Logistics System Assessment Tool (LSAT), that provides an overall picture of the strengths and weaknesses of a logistics system. A wide variety of data sources, both internal and external, complement the LIAT and LSAT, including but not limited to—

  • Contraceptive Procurement Tables (CPT)
  • Procurement Planning and Monitoring Report (PPMR)
  • USAID’s contraceptive procurement system for funding, production, shipping, and inventory management
  • United Nations’ sources
  • UNAIDS data
  • Multiple Indicator Cluster Surveys
  • RHInterchange, a web-based information system used to consolidate contraceptive procurement data from multiple funders.

The USAID | DELIVER PROJECT, also identifies and analyzes country-specific, regional, and global commodity security issues—

  • tracks broad macro-level trends that affect contraceptive supply
  • reviews long-term country specific trends
  • investigates similarities and differences across varied information sources.

The project continues to focus on integrating monitoring into the routine activities at the country and central level. The M&E team will provide technical assistance to countries to develop their M&E plans, identify indicators to measure progress toward their established targets, and monitor and evaluate activities for specific country interventions.
