In February/March 2004, in collaboration with the Federal Ministry of Health (FMOH), three United States Agency for International Development (USAID) partners (PHRplus, Policy and DELIVER) carried out a Rapid Assessment of HIV/AIDS Care in the Public and Private Sectors in Nigeria. The assessment focused on HIV/AIDS care and service delivery in the eight USAID focus States. This document contains the "Stage of Readiness" results of the sites visited.

In March and April 2008, the Ministry of Health, HIV and AIDS Department, with technical assistance from the USAID | DELIVER PROJECT funded by USAID | Malawi, conducted a national quantification of HIV test kit requirements for the Government of the Republic of Malawi’s next two fiscal years, July 2008 – June 2010, and an assessment of the supply chain for managing HIV test kits in Malawi. The Delivery Team Topping Up(DTTU) System was first implemented in late 2003 as the logistics system for condoms and contraceptives for the Zimbabwe National Family Planning Council.
In late 2007, a pilot was conducted to assess the feasibility of integrating rapid HIV test kits and nevirapine for PMTCT into the DTTU distribution system. The results of this pilot, the status of implementation, and other innovations, are discussed in this presentation.

USAID funded the DELIVER project from 2000 through 2006. Implemented by John Snow Inc., the overarching aim of the project was to improve commodity security for health products in the public sector in developing countries. The project worked more with contraceptives than other product categories, but essential drugs, and drugs and diagnostic supplies also received significant attention. Based on needs that USAID had identified, the project carried out work under the following headings: logistics improvement; human capacity development; resource mobilization for commodity security; adopting advances in logistics technology; estimation of USAID’s contraceptive needs; and operating USAID’s contraceptive procurement database.

At the Istanbul Conference in 2001, participants identified strategies for increasing contraceptive security to ensure that clients can chose, obtain, and use the methods they need. Five years after Istanbul, this report documents the progress made in improving contraceptive security. It documents the lessons learned in increasing and diversifying contraceptive finance; understanding and expanding the total market; and working with the public, private, and NGO sectors to improve service delivery and product availability. It also describes different regional initiatives adopted in Latin America, Africa, and Eastern Europe; and it identifies new challenges countries face around procurement and donor coordination and how these challenges have been addressed. The report describes what has been done and defines what remains to be done to improve contraceptive product availability.
