Challenges in Implementing HIV Logistics

The challenges of managing HIV/AIDS programs grow as the programs themselves grow. These needs include—

  • Establishing a national strategy for comprehensive HIV/AIDS programs, including prevention, care, and treatment.
  • Establishing standard treatment guidelines for health care providers that promote a public health approach and maximize the use of available resources.
  • Securing funding for the long-term, uninterrupted procurement of HIV/AIDS commodities; especially ARV drugs, which must be in full supply.
  • Coordinating procurement of HIV/AIDS commodities among donors.
  • Securing lower prices for ARV drugs and other HIV/AIDS products for governments and individuals.
  • Expediting the registration of many new and restricted commodities without compromising product quality.
  • Balancing the need to immediately implement effective logistics systems with the long-term need to strengthen existing systems.
  • Implementing logistics systems that can effectively deliver over 200 commodities without compromising the continuous availability of specialty products such as ARV drugs.
  • Securing warehousing and distribution of ARV drugs and other HIV/AIDS products to ensure proper storage, and to reduce leakage and pilferage.
