Task Order 2: Supply Chain Management for Outbreak Response
In 2006, the U.S. Agency for International Development (USAID) was tasked with creating and maintaining the Avian Influenza International Stockpile (AIIS) to ensure that countries could receive the commodities needed to respond to and contain highly pathogenic avian influenza (HPAI/H5NI) outbreaks. When HPAI/H5NI strikes both animals and humans, USAID is ready to distribute standardized support kits either from established warehouses or by rapid emergency deployment from the U.S. in response to requests from a recipient country.
The USAID | DELIVER PROJECT, Task Order 2, funded by USAID under contract number GPO-I-02-06-00007-00, was awarded on March 21, 2007, to manage the USAID AIIS and to distribute avian influenza (AI) commodities to recipient countries around the world. By ensuring the availability of personal protective equipment (PPE), decontamination equipment, and other supplies, the project supports surveillance, outbreak response, and aggressive decontamination activities in countries at risk for and currently experiencing an AI outbreak.
In September 2009, the task order mandate was expanded to include the procurement, management, and distribution of commodities for existing and emerging pandemic threats. As part of this broadened scope of work, TO2 is providing commodities and assistance on behalf of USAID as part of USAID’s support to the World Health Organization’s (WHO) response to the global H1N1 pandemic. TO2 has procured and is distributing syringes, safety boxes, and ancillary vaccine, laboratory, and surveillance equipment to complement WHO’s donation of H1N1 vaccine to 54 developing countries.
Task Order 2 (TO2) meets the challenges presented by existing and emerging pandemic threats by procuring outbreak response commodities on behalf of USAID, by managing an international stockpile and by distributing these commodities to where they are needed. It has three main objectives:
Objective 1: Establish and operate a secure, reliable global mechanism to store, transport, rapidly deliver, and track in-country distribution of current and future USAID AIIS and outbreak response assets. This global distribution mechanism requires in-country distribution coordination with USAID Missions, USAID implementing partners, host country governments, UN agencies, NGO partners, and other U.S. Government (USG) agencies.
Objective 2: Establish a comprehensive management information system (MIS) that can provide current information about all aspects of the outbreak response global distribution mechanism from procurement to end use.
Objective 3: Procure, assemble, and distribute additional assets, as needed in response to outbreaks, and in support of USAID's Emerging Pandemic Threats consortium of projects.

Warehousing and managing outbreak response commodities, including the AIIS inventory to respond to commodity requests
Procuring outbreak response commodities, including syringes, safety boxes, laboratory surveillance equipment, personal protective equipment, infection control commodities, and other related commodities.
Shipping these commodities worldwide on both routine and emergency schedules to ensure that national and international authorities are able to quickly respond to and contain disease outbreaks
Procurement The project helps USAID meet user demand for current and emerging disease outbreak containment commodity needs by—
Procuring commodities to replenish the current AIIS inventory
Procuring new commodities as needed by USAID, USAID partner organizations, and other USAID contracts and cooperative agreements
Selecting and procuring commodities for country-specific or disease-specific control projects supported by USAID
Researching commodities and kit bundling solutions
Commodity Reviews The project works closely with USAID to strengthen the effectiveness of infectious disease containment commodities by—
Organizing and hosting technical commodity reviews to make outbreak response commodities more appropriate for the needs of users in the field
Working closely with U.S. Department of Agriculture (USDA),the Centers for Disease Control (CDC), U.S. Department of Helath and Human Services (HHS),and biohazard response experts to develop detailed, user-friendly instructions for new kits and/or commodities
Technical Assistance The project supports in-country management of outbreak response commodities by—
Providing technical assistance to help strengthen the ability of recipient countries to forecast, order, receive, store, manage, distribute, and track their outbreak response commodities
Training an extensive network of AI logistics advisors based in the U.S. and in affected regions to be available for rapid deployment to provide technical assistance to USAID missions and U.S. Embassies
