SPARHCS (pronounced "sparks") is a tool to help countries develop and implement strategies to secure essential supplies for family planning and reproductive health programs. SPARHCS is meant to bring together a wide range of stakeholders to initiate at the country level concerted efforts toward the goal of reproductive health commodity security.

A meeting was held on August 8, 2008 to discuss the stockpiling and distribution strategy for rapid antigen test (RAT) kits and for diagnostic equipment, including laboratory specimen collection kits. This was an opportunity for USAID to review the role of the laboratory specimen collection kits and the other diagnostic-related products supplied through the Avian Influenza International Stockpile (AIIS) to the recipient countries.

The Avian Influenza International Stockpile (AIIS) contains personal protective equipment (PPE) kits, decontamination kits, and laboratory specimen collection kits. In September 2007, to improve worker safety and compliance and to recommend any necessary modifications to the AIIS kits, USAID convened experts from a wide variety of U.S. Government agencies to conduct a technical review of the contents of these kits.
