La segmentación de mercado constituye una de las herramientas principales para conocer el mercado de anticonceptivos, visualizar dónde se están focalizando los recursos e identificar problemas de acceso y equidad entre quintiles socio-económicos. Este análisis muestra que los esfuerzos por expandir el acceso y el uso de planificación familiar en Honduras han sido exitosos, pero que aún existen discrepancias en las tasas de fecundidad global y en la tasa de prevalencia anticonceptiva entre las poblaciones urbanas y rurales y entre los grupos socio-económicos en Honduras y que la necesidad insatisfecha alcanza un 16.9 por ciento. The project’s main accomplishments were the development of local capacity to plan procurement that uses logistics information from family planning activities, the development of software for managing inventories and logistics management information for the MOH, and the formation and consolidation of the Contraceptive Security Committee and the contraceptive security (CS) national strategy.

In 2006, the Logistics Indicator Assessment Tool (LIAT) was used to take stock of the performance of the logistic systems and to provide stock status information for key public health commodities. Results of the assessment revealed that nearly all systems were implemented as designed, but strengths and weaknesses continue to exist. The widespread availability of key commodities for each program was found throughout the logistic systems. In addition, both commodity availability and logistics management practices in the ARV program are performing well.

Regulatory guidelines under the Nepal Drug Act of 1978 govern the sale and distribution of pharmaceutical products in Nepal. Regulations are based on a 1995 National Drug Policy that promotes community drug financing programs in the public sector and establishes profit and distribution margin rates. Those policies were put in place to encourage equity, access, and use of medicines. The findings from this analysis indicate that cumulative distribution and profit margins for some reproductive health (RH) medicines in the private sector exceed the established norms.

The Philippines is working to sustain recent gains in access to and use of family planning services through a DELIVER, working through the Local Enhancement and Development (LEAD) for Health project, has helped local government units (LGUs) at the provincial and city levels—where responsibility rests for providing health services—to prepare CSR plans that consider the growth in demand for contraceptives, the impact of donor phaseout, and the resources needed to meet demand.

The South African National Department of Health (NDOH) asked the U.S. Agency for International Development/ Pretoria to provide technical assistance to eliminate condom shortages and stockouts and improve the quality of public-sector condoms. In response, the Technical Assistance Service Contract (TASC) and DELIVER project designed and implemented a logistics management information system that was driven by service delivery site consumption and inventory data, together with a quality assurance program based on international standards and specifications.

During the year that DELIVER has been in Zambia, it has assisted the MOH to carry out two important national forecasts and quantifications for ARVs and HIV tests. It has procured more that U.S.$9 million in U.S. Government/USAID-funded ARVs and HIV tests and assisted the national government in developing Global Fund to Fight AIDS, Tuberculosis and Malaria procurement plans. The project has also facilitated the design of a strengthened ARV logistics system and a strengthened HIV test logistics system. Implementation of both systems started before the official end of the DELIVER project.

This report summarizes DELIVER’s key role as the distributor of USAID’s donated condoms and manager of the logistics system for public-sector condoms and antiretroviral (ARV) distribution for Zimbabwe’s Ministry of Health and Child Welfare (MOHCW). DELIVER worked closely with the MOHCW and the U.S. Government to improve the availability of HIV/AIDS condoms in rural health centers and other public sector sites. DELIVER was tasked with improving logistics system performance, human capacity in logistics management, and resource mobilization for commodity security.

In March 2009, the Ministry of Health and Child Welfare of Zimbabwe, with technical assistance from the USAID | DELIVER PROJECT, Task Order 1, designed three logistics systems to manage tuberculosis commodities for the public sector. These three systems manage different tuberculosis commodities and serve different types of facilities. The three systems will be piloted from June 2009 to April 2010. This report presents the parameters of each logistics system as well as the proposed implementation plan for the pilot.
