To assist countries to adapt to this new policy environment, a new publication titled Assessing Policies and Practices That Affect Contraceptive Financing and Procurement: A Review Guide was prepared by the USAID | DELIVER PROJECT, Task Order 1, and the USAID | Health Policy Initiative, Task Order 1. The assessment guide is a diagnostic and monitoring tool that explains how to conduct the assessment and provides sample assessment questions and resource materials. This case study highlights the application of the guide in Malawi.

This paper examines the potential opportunity for public sector health systems to engage third party service providers to support the logistics functions—with an emphasis on distribution, warehousing, and inventory management. It provides stakeholders in supply chain management for public sector health, including the Ministry of Health and Ministry of Finance officials, program managers, and Central Medical Store managers with a resource that describes outsourcing and how it could be used in public health supply chains, when to consider outsourcing, the process of deciding whether outsourcing is a viable option in a particular context, and how to begin the outsourcing process.

In recent years, better access to medicines and other health commodities, such as contraceptives, has improved the lives of Rwandans. However, even small disruptions in the delivery systems can cause shortages at health clinics, leaving patients without treatments as basic as antibiotics.
A persistent problem is finding and retaining health workers trained in logistics. Today, by bringing logistics training to the universities, the USAID | DELIVER PROJECT is bolstering the country’s supply chains with sustainable training programs.

The CS Indicators were developed to reflect key aspects of contraceptive security to help in-country stakeholders monitor and evaluate their country’s CS status. This dataset presents CS indicators for 35 countries and builds upon the Strategic Pathway to Reproductive Health Commodity Security (SPARHCS) framework. The data was collected in 2010 through the second annual round of CS Indicator data collection.
Indicator questions cover the following topics:finance and procurement, commodities, policies, coordination and leadership,and supply chain.

This case study describes the alliance between the Nicaraguan Social Security Institute (or INSS, its Spanish acronym) and the Ministry of Health (MOH) as an example for other LAC countries interested in exploring similar alliances. The case study shows that both institutions have separate functions: the MOH is the governing body and service provider, and the Nicaraguan Social Security Institute is the financing body. The case study also highlights the willingness shown by both institutions to work together, as well as the commitment to budget and spend Social Security Institute funds to ensure a basic package of health services for the population they serve. The pending challenge in Nicaragua is strengthening the quality of services and identifying a contraceptive procurement mechanism that offers quality and competitive prices. In 2008, Malawi piloted the distribution of DMPA to the community by Health Surveillance Assistants. This report presents lessons learned during the initial implementation from gaining stakeholder buy-in to curriculum development and the initial three months after the training and implementation roll-out.
The report presents lessons learned that will be valuable for other countries considering similar community-based distribution, with particular attention paid to the supply chain implications of distributing family planning commodities to the last mile.

La segmentación de mercado constituye una de las herramientas principales para conocer el mercado de anticonceptivos, visualizar dónde se están focalizando los recursos e identificar problemas de acceso y equidad entre quintiles socio-económicos. Este análisis muestra que los esfuerzos por expandir el acceso y el uso de planificación familiar en Honduras han sido exitosos, pero que aún existen discrepancias en las tasas de fecundidad global y en la tasa de prevalencia anticonceptiva entre las poblaciones urbanas y rurales y entre los grupos socio-económicos en Honduras y que la necesidad insatisfecha alcanza un 16.9 por ciento. Countries use many sources of financing to obtain the contraceptive commodities needed for the public sector. Many countries are beginning to use their own national resources, whether from internally generated funding or from other sources such as World Bank loans or basket funds, to finance contraceptives. The USAID | DELIVER PROJECT conducted a survey to determine to what extent this type of financing is being used in developing countries. This brief describes the survey findings and offers a general discussion of such financing.

The Contraceptive Security Index 2006 is a powerful tool for raising awareness about contraceptive security (CS) and the interrelationships between program components, different sectors, and program outcomes. At the national and international levels, the index can be used to set priorities; and to plan and advocate to support policies and other interventions that promote progress toward CS. At the country level, it can help identify areas of relative strength and weakness to help stakeholders target their resources more effectively and appropriately.

The Contraceptive Security Index is a tool for measuring and monitoring a country's level of contraceptive security. It consists of 17 indicators—such as poverty level, method mix, and forecasting ability—that cover the primary components of contraceptive security (supply chain, finance, health and social environment, access, and utilization). The indicators can be used separately to monitor progress in each component. They are also aggregated to establish a composite index to compare countries at a point in time or to monitor progress over time within a country. DELIVER has published a wall chart and a booklet of the Index, which rates 57 countries.

The first USAID | DELIVER PROJECT Task Order 1 (TO1) annual report covers the period from October 2006 to September 2007. TO1 has been very effective and responsive in its first year of operation. The project continued field work in 21 countries, including 15 with field offices; provided D.C.-based support to USAID’s central contraceptive procurement system; established new core-funded teams; transitioned to a new management information system (MIS); and provided direct procurement services.
