Until just a few years ago, Ethiopia’s health system struggled with an inadequate supply of quality and affordable essential pharmaceuticals, poor storage conditions, and weak stock management, resulting in high levels of waste and stockouts. To overcome system-wide supply challenges, the Federal Ministry of Health and Pharmaceutical Fund and Supply Agency, supported by the stakeholders in the healthcare supply chain, started to develop an integrated supply chain. This logistics brief shows how the implementation of a single integrated supply chain, the Integrated Pharmaceutical Logistics System, played a vital role in health improvements in the country.

Ethiopia's health extension program, initiated in 2004, has had a positive impact on almost all the key health indicators in the country. However, because health extension workers represent the last mile of the supply chain, and because of their large numbers, the supply chain management system at the health post-level faces several challenges. Recognizing the challenges, in December 2011, the USAID | DELIVER PROJECT, in collaboration with its partners, initiated a health post resupply program as part of the Integrated Pharmaceutical Logistics System.

At Wukro Hospital, located 800 km north of Addis Ababa in Ethiopia’s Tigray region, availability of essential medicines and other vital health supplies was a major challenge for many years. Then the hospital—with support from the Regional Health Bureau, the Pharmaceutical Fund and Supply Agency, and the USAID| DELIVER PROJECT—started implementing the Health Commodity Management Information System (HCMIS) in 2008, becoming the first in the country to pilot and fully implement this innovative inventory management system.

This dashboard shows data from 2003 to 2012.
